RIICO Industrial Plot Construction Rules for PEB Sheds
Buying or leasing a plot in a RIICO industrial area is the easy part. The questions start when the shed has to be drawn, approved and built. How close can the building get to the boundary? How tall can it be? Does the plan need approval at all, or only submission? Anyone planning industrial shed construction in Rajasthan needs clear answers before the PEB manufacturer starts design, because setbacks and height decide the frame layout.
This guide sums up the main points from the RIICO Building Regulations 2025, which the Infrastructure Development Committee of RIICO's Board approved in July 2025 and which replaced the 2021 version. Rules get amended, so confirm the current text with the Unit office of your industrial area before finalising drawings.

Where the RIICO Rules Apply
The RIICO building regulations for industrial plots apply to every industrial plot in a RIICO industrial area, including areas transferred to RIICO. Anything the regulations do not cover falls back on the National Building Code and the Model Building Regulations 2025 of the Rajasthan Urban Development Department. The lease deed conditions also stay in force, so the allotment letter and lease deed should be read together with the regulations.
Logistics buildings follow the same parameters as other industrial plots. Stone crushers are not allowed on industrial plots, and housing is limited, with up to 200 sqm of residential space permitted on the first floor of a factory building.
Building Plan Submission and Approval
RIICO industrial building plan approval works on a sliding scale based on plot size and construction area.
For a plot up to 40,000 sqm with construction area below 10,000 sqm, the lessee submits the plan to the Unit office for record before work begins. Approval is not required. If the plan is not submitted before construction starts, a penalty of 1 percent of the prevailing allotment rate on the total plot area applies, capped at Rs 1 lakh. Where the plot is 4,000 to 40,000 sqm and the construction area is 2,000 to 10,000 sqm, a self certificate must go with the plan, confirming that it follows the norms and that the building is structurally safe.
For a plot above 40,000 sqm, or construction of 10,000 sqm and above, no work can start until the plan is approved. Projects of 10,000 sqm and above also need a sewage treatment plant, a solid waste management system and a certificate from a registered environmental consultant.
Other points worth knowing:
- An architect registered with the Council of Architecture must prepare and submit the plan
- The drawings include floor plans, elevations, a site plan, a rain water harvesting plan, fire protection details and BAR calculations
- A structural engineer's certificate covering earthquake safety is required when approval is sought
- A complete application is deemed approved if the Unit office raises no query within two weeks
- No fee is charged for plan approval on industrial buildings
- A building put up without prior approval can be regularised for Rs 1,00,000 if a plan was at least submitted, or Rs 3,00,000 if nothing was submitted

Setback Rules for Industrial Plots
RIICO industrial plot setback rules depend on plot area. The regulations give a table of minimum front, side and rear setbacks, and a few rows show how it scales:
- 1,501 to 3,000 sqm: 5 m at the front, 3 m on the sides and rear
- 3,001 to 4,000 sqm: 6 m at the front, 3 m on the sides and rear
- 4,001 to 10,000 sqm: 6 m at the front, 4.5 m on the sides and rear
- Above 50,000 sqm: 9 m on all sides
Check the table for your exact plot size, since smaller plots have their own values. Corner plots carry two front setbacks. For plots of 4,001 sqm and above, a clear passage of at least 4.5 m must be left around the building for fire engine movement. The setbacks are minimums, and the Unit office can increase them to keep a uniform building line in the area.
What Can Be Built Inside the Setback
No permanent structure is allowed in the setback area, except a short list of permitted facilities. These include a security room, LT or HT meter room, DG set room, transformer platform, underground water tank, rain water harvesting structure, parking sheds with a temporary roof, and a weighbridge platform on plots of 1,500 sqm and above. Plots of 10,000 sqm and above can also have a first aid room.
Such structures must be single storey and no higher than 3.5 m above plinth, and they cannot block the route of a fire engine. They are not counted in BAR. Planning the PEB shed footprint first, then the permitted facilities around it, avoids a lot of rework later.
Height and Built Up Area Ratio
These two limits matter most for a PEB shed, because clear height and floor area drive the structural design. Under the RIICO industrial plot building norms:
- A single storey industrial building has no height restriction
- Other industrial buildings can go up to 15 m, with no limit on the number of floors
- Height up to 18 m can be allowed by the Unit Head, subject to fire and airport authority NOCs, a road with at least 18 m right of way, and a betterment levy
- Construction above 15 m attracts a levy of 10 percent of the prevailing allotment rate on the area above that height
Built Up Area Ratio replaces the older ground coverage idea. For a road up to 18 m wide, the standard BAR is 1.50 and the maximum is 2.00. For roads above 18 m up to 24 m it is 1.60 and 2.10, and beyond 24 m it is 1.75 and 2.25. Garment and gems and jewellery units can go up to 2.5. Extra BAR is also available for certified green buildings, from 4 to 10 percent depending on the rating.
Parking, Water and Other Requirements
Parking is calculated at one car space for every 200 sqm of BAR area, and vehicles cannot be parked on roads outside the plot. Plots of 500 sqm and above must build rain water harvesting structures. Solar water heating is mandatory where hot water is needed for processing. Basements are allowed under conditions, including a minimum 2.75 m height and proper waterproofing, and basement area is not counted in BAR.
PEB Factory Shed Construction Guidelines in Practice
Pulling these rules together, a few PEB factory shed construction guidelines help the process move smoothly:
- Collect the plot dimensions, road width, lease deed and setback table before design starts
- Let the PEB manufacturer fix span, bay spacing and eave height inside the allowed building envelope
- Ask the architect to prepare drawings that match the structural layout, including fire passage and rain water harvesting
- Get the structural stability and earthquake safety certificate from the engineer
- Submit the plan to the Unit office before the foundation work begins
- Keep records, because the architect's completion certificate is needed for the occupancy certificate
The occupancy certificate is issued by the Unit office within 8 working days of receiving the completion certificate, as built drawings and the structural engineer's certificate, and no fee is charged.
Why These Rules Matter for PEB Sheds
PEB buildings are fast to put up, which makes it tempting to start fabrication before checking the regulations. A shed that crosses a setback line or ignores the fire passage can be declared unauthorised, and violations can lead to action and even cancellation of the plot. Changing a steel frame after fabrication is expensive. A few days spent checking the RIICO rules for PEB sheds at the start costs far less than altering a built structure. Working with the best PEB construction company in India from the planning stage helps keep the shed design within these limits.
Final Thoughts
The RIICO Building Regulations 2025 are fairly relaxed for small and medium plots, with plan submission for record in many cases and deemed approval within two weeks for approvals. Larger projects face more conditions, but the process is still defined. Anyone following the RIICO industrial plot construction rules and the PEB shed construction rules in Rajasthan in the right order, plot details first, design second, submission third, construction last, should find the process straightforward. The RIICO building regulations 2025 document is available on the RIICO website, and the local Unit office can confirm any change.
Frequently Asked Questions
1. Is RIICO approval needed before building a PEB shed?
For plots up to 40,000 sqm with construction below 10,000 sqm, the plan is submitted to the Unit office for record and approval is not needed. Larger plots or buildings of 10,000 sqm and above need approval before construction starts.
2. Is there a height limit for PEB sheds on RIICO plots?
A single storey industrial building has no height restriction. Other industrial buildings can go up to 15 m, and up to 18 m with Unit Head approval, NOCs and a betterment levy.
3. Can a shed be built right up to the plot boundary?
No. Minimum setbacks apply on all sides according to plot size, and plots of 4,001 sqm and above must leave a 4.5 m passage around the building for fire engines.
